PROBLEM TO BE SOLVED: To execute inclination management considering the dispersion of quality characteristics and to attain production capable of reducing troubles by performing an advance countermeasure when an abnormal inclination appears. SOLUTION: A judgment means 4 judges a work W to be sampled from works W flowing on a production line by using production information and a sampling condition and a sampling device 11 samples the work W flowing on the production line in accordance with the judged result. Since the inclination management of quality characteristics allowed to be measured only by sampling can be executed under consideration of the dispersion of measured values of quality characteristics, an abnormal inclination of quality characteristics can be surely detected. Thus production capable of reducing troubles can be executed by performing an advance countermeasure when the abnormal inclination appears.
