PROBLEM TO BE SOLVED: To accurately predict a signal propagation delay time from a mobile station to an orbital satellite and to enhance a call transmission rate and a call reception rate in a satellite mobile communication. SOLUTION: In the satellite mobile communication system that has a mobile station 14 making communication via an orbital satellite, the mobile station 14 obtains a relative position between the orbital satellite SV1 and its own station on the basis of a Doppler frequency obtained from a radio wave received from the orbital satellite SV1, obtains a distance between the orbital satellite SV1 and its own station from the relative position and obtains a propagation delay time of a signal from its own station to the orbital satellite SV1 on the basis of the distance.
