PROBLEM TO BE SOLVED: To obtain successive scanning image with excellent image quality by suppressing deterioration in vertical resolution for a still picture part and a double image of a moving picture part. SOLUTION: A sbutractor 32 and an absolute value calculation circuit 44 of this scanning converter calculate an absolute value of a difference between a target pixel and a concerned pixel between fields, and sbutractors 34-42 and absolute value calculation circuits 46-54 calculate a difference absolute value in a plurality of directions passing through the target pixel in the same field. A minimum value calculation circuit 56 calculates a direction at which the difference absolute value is minimized among them. Adders 58-66 and coefficient units 68-76 calculate an arithmetic mean of a plurality of directions passing through the target pixel. A selection circuit 78 selects a value of the same direction in the direction at which the different absolute value is minimized on the basis of pixel values of one preceding field and the arithmetic mean of them according to the output of the minimum value calculation circuit 56 and provides an output of the value to an output terminal 80.
