PROBLEM TO BE SOLVED: To form a scrambler for high density by a method wherein random data is generated on the basis of a result obtained by multiplying a result in which a random generation cycle is divided by the size of a first data frame, and in which a data amount inside two tracks in the outermost circumference is divided by the size of a second data frame. SOLUTION: Sixteen-bit random data is generated from 16 registers r0 to r15. From XOR gates 111 to 118, a scrambled result in which outputs of one-byte input data D0 to D7 and outputs of the eight least-significant registers r0 to r7 are EXCLUSIVE-ORed is supplied. The output of the most-significant register r15 and the output of the register r13 are EXCLUSIVE-ORed by an XOR gate. The output of the XOR gate 103 and the output of the register r12 are EXCLUSIVE-ORed by an XOR gate 102. The output of the XOR gate 102 and the output of the register r10 are EXCLUSIVE-ORed by an XOR gate 101 so as to be fed back and input to the least-significant register r0.
