PROBLEM TO BE SOLVED: To treat control data as fixed length data and also to fetch voice data into a voice frame by transmitting control data by multi-frame and inserting 'zero' at every two bits or fur bits. SOLUTION: An eight-bit control flag which indicates the head of the fame is added to control data s101 of a data shaping circuit 102, data are divided into clocks at every four bit, 'zero' is inserted to prevent '1' from becoming continuous for five bits between the blocks and primary shaping data is obtained. Primary shaping data is divided into cells by four bit unit and inserted to the one frame of voice data outputted from a voice codec circuit 104 to obtain secondary shaping data S102. Secondary shaping data S102a passing through the data shaping circuit 102 is guided respective terminals 12a-12n with a transceiver circuit 103. The data shaping circuit 106 extracts, assembles and operates control data concerning data passing through the transceiver circuit 107.
