PROBLEM TO BE SOLVED: To precisely reproduce the color of an inputted picture with a small number of colors and to optimize picture except for color reproducibility by plurally providing the rules of alternative selection with respect to plural reproducible colors and selecting one of the rules to apply to the whole of the inputted picture or each of areas obtained by dividing it. SOLUTION: A picture processor 1 is provided with a rule setting part 21 to control the rule of selecting an output color in accordance with prescribed information (specific data). Color attribute data DC 1 is inputted to the part 21 from an attribute discriminating part 31 as specific data. An attribute discriminating part 31 discriminates a color attribute by converting a color corrected by an error giving part 11 to three attributes of a hue, brightness and saturation. Then the part 21 selects one, which is suited to the value of color attribute data DC 1, from among the rules R1 to Rn of (n) kinds (n>=2) stored in advance and gives it to an output color selecting part 12 as a set rule R.
