An alternative arrangement with a cylindrical barrel is described. The cutter includes a carriage inside the rail (14) carrying a beveled edge blade. The carriage is folded metal sheet or is machined from solid. It has a slide at one end and is fixed using pins. A guide block is located centrally in the carriage. The blade is held at the other end between rollers, the assembly bolted transversely together. A return unit is described, linking a stop axis with a point situated low on the rail. The return unit has a return roller at one end of the rail. There is provision for arming the cutter and for carriage release. A lever is mounted at the free end of the support bar for the roll. This can be moved between a rest position in a plane parallel to the roll axis, and an active position where it acts on a catch at the rail end opposite to that holding the return roller, to release the carriage. The carriage includes a handle. A cord passes between the free end of the roll and any point in the lower part of the chassis. It can alternatively be fixed along the arch riser, below the transverse axis of the roller. One end of the cord carries a quick-acting attachment. Fixed and steerable castors support the chassis; these can be locked. Supports for adhesive tape are mounted on the chassis (1), parallel to and in front of the rolls of material, seen in plan view.
