PURPOSE: A system and a method for providing an Internet service and managing billing are provided to supply a communication-dedicated program to the wire/wireless terminals located in a required service area so that the terminals can use a high speed wire/wireless Internet service within the service area at a low price. CONSTITUTION: A billing server authorizes an Internet service requester to use an Internet service, activates a service meter, and instructs it to count time or the packet amount of transmitted information(S405). The billing server judges whether the Internet service requester has completed the Internet service(S410). In case that the Internet service requester has completed the Internet service, the billing server stops the service meter(S415). Then the billing server calculates the amount of communication usage, base on the time or packet amount counted through the service meter, and reports the amount and charge of communication usage to the Internet service requester(S420,S425). If the Internet service requester pushes a confirmation button after confirming the amount and charge of communication usage, the billing server stores the Internet service requester's communication usage amount and charge in a charge information DB(S430).
