A control unit that calculates the target damping coefficient for the actual shock absorbers of a vehicle from the inclination angle to a virtual position of the oscillation center from a standard position with reference to damping coefficient of a virtual shock absorber, controls the damping coefficient of the actual shock absorbers based on the target damping coefficient. Each wheel of the vehicle is fitted with a shock absorber whose damping coefficient can be varied. A sensor detects the driving condition of the vehicle. The virtual position of oscillation center is set at a predetermined distance spaced towards the front and rear of the vehicle in a horizontal direction from the standard position to a position estimated to perform a lift to the standard position on a spring based on the driving condition. The virtual shock absorber vertically acting on the surroundings of the virtual oscillation center is designed corresponding to one vehicle model.
