PROBLEM TO BE SOLVED: To prevent liquid from permeating below a surface floor material and even a small dust from entering the surface floor material by forming a protrusion and a recess of specified shape on each side face of a plurality of elongated stripe materials in the surface floor material and attaching an electric heater assembly to the lower surface thereof. SOLUTION: An electric heater assembly 9 comprising the heating wires 3 of an electric heater sandwiched by felts 2 is bonded, through an adhesive, to a surface floor material 8 comprising a plurality of elongated stripe materials 1 arranged in parallel. The surface floor material 8 comprises a plurality of elongated stripe materials 1 arranged in parallel wherein semi-arcuate, semi- elliptical or wedge-shaped recess 10 and protrusion 11 are made in the facing side faces of the stripe materials 1 such that they are fitted rotatably each other. Furthermore, a waterproof sheet 12 is provided between the surface floor material 8 and the electric heater assembly 9 and a nonwoven fabric 12 having opposite sides applied with adhesive is attached to the opposite sides of the waterproof sheet 12.
