PROBLEM TO BE SOLVED: To regulate to an arbitrary flow by operating, using a lever, a flow regulating valve of a discharging cock attached to a container. SOLUTION: A valve housing 1 is coupled to a discharge port 34 of the container 33, and a valve seat 11 is formed to one side surface of the housing. A valve element 12 is slidably stored inside the valve housing, and the flow regulating valve 10 is constituted of the valve element and the valve seat. Tip of a valve shaft is slidably projected from a through hole 6 formed on a housing top wall toward an outside, the projection is attached to be rotatable to the lever 21 mounted on the housing top wall, and the valve element 12 is arranged to be capable of being separated from the valve seat 11 by raising one end of the lever.
