PROBLEM TO BE SOLVED: To provide a grass-preventing material which has a anti-scattering property and a flame-retardancy, can easily be applied, and has a water-holding property and a water-permeable property to give a natural appearance, and to provide a grass-preventing method. SOLUTION: This grass-preventing material comprises bark materials 2 and a water-soluble acrylic resin filled in spaces between the bark materials 2 and the bark materials 2, and having the anti-scattering property and the flame-retardancy. A flame-retarding, water-soluble acrylic resin 3 is sprayed on the bark materials 2 cut in a proper length or crushed, thus fixing the bark materials. In the grass-preventing method the cut or crushed bark material 2 covers on a place for a grass-preventing treatment, and then the flame- retardant, water-soluble acrylic resin 3 is sprayed on the laid bark materials 2 to fix the bark materials.
