PROBLEM TO BE SOLVED: To keep an average rate while suppressing the deterioration of picture quality by storing an assignable code amount with the fixed bit rate of rate setting lower than a target value when difficulty in compression is within a prescribed range and performing variable rate compression control by consuming the stored code amount when difficulty in compression is larger than the prescribed range. SOLUTION: A rate control switching part 16 detects the generated code amount of a Huffman encoding part 104 and switches a fixed rate compression control part 107 or variable rate compression control part 108 with the upper limit and lower limit of a threshold value as references. According to difficulty in the compression of video, the variable rate compression control part 108 controls the generated code amount and matches the average rate to a target rate in a cycle longer than an average rate control unit. The fixed rate compression control part 107 stores the assignable code amount by performing control for each frame number of the average rate control unit so that average rate of the generated code amount can be 90% in the target rate, for example.
