PROBLEM TO BE SOLVED: To provide a setting device which can understand and recognize its existence area and self-sets equipment to a state proper to an operation in the area. SOLUTION: A radio receiver device 11 receives radio information sent from a radio transmitter 30 and give the information to a reception information discrimination device 12. This discrimination device discriminates a current existing area on the basis of information stored in a reception information database 13 and gives the result of discrimination to a device control unit 14. The control unit refers to a control information database 15, acquires control information in response to its area and gives control information to an equipment main body 20. The equipment main body is a radio communication equipment such as a mobile phone and the discriminated area is a country. Thus, the equipment is automatically set to a state such as a frequency and output power in response to each country. That is, when the radio communication equipment recognizes its own existing area by a radio signal, the communication equipment is self-set to a state proper to the operation in the area.
