PROBLEM TO BE SOLVED: To decide a best base station in position registration and hand-over. SOLUTION: This mobile communication system is provided with a position detection means 5 that detects a current position, a recording medium 4 that stores map information including identification information and position information of a base station, and a retrieval means that retrieves the identification information and the position information of a surrounding base station from the recording medium to conduct position registration, by taking the current position and the position information of each surrounding base station, in addition to the strength of a radio wave of each surrounding base station into account, and it is also provided with a traveling direction detection means that reports current position information and a traveling direction to the base station, in addition to the strength of a radio wave of the surrounding base station on the way of communication, and the base station makes hand-over to a hand-over destination decided on the basis of this report.
