The rotating cutting out installation for packaging boxes comprises a control and cutting out finishing system (18) arranged between the cutting-out station (15) and the reception station (20). This control system comprises a series of lower conveyor belts (21,22) located side by side in the installation width. A series of these lower belt conveyors (21) are placed facing upper (39) and lower (54) rotating tools for putting flaps on the boxes with the other series placed on the other side. The second series of lower conveyors (22) is associated with upper conveyors (41). Vacuum chambers (37,38) are arranged under the upper strands (34) of the lower conveyor belts. The upper rotating tools have a protuberance on their circumference. This protuberance acts conjointly with a machined miller in the circumference of the lower rotating tools. The cut-out boxes are rolled by a pressure cylinder (40) which presses them against the upper strand (34) of the lower conveyors, this strand being supported by a support table (35).
