Herbicides which contain as the active ingredient 6-[(substituted or unsubstituted)phenoxy]picolinic acid ureide derivatives represented by general formula (I). These herbicides exhibit a sure herbicidal effect even in a small dose and a selectivity between crops and weeds. These herbicides are suitable particularly for controlling dicotyledonous or monocotyledonous weeds grown together with important crops such as wheat, rice, corn or soybean before or after sprouting, wherein R1 and R2 represent each H, alkyl, alkoxy, etc.; Z represents O or S; X represents alkyl, alkoxy, etc.; Y represents haloalkyl, etc.; m is from 0 to 5; and n is from 0 to 3.
