PURPOSE: An apparatus and method for treating wastewater by using high density plasma and ultrasonic waves are provided to oxidize metal complexion and organics of wastewater instantly by bubbling radicals, electron, and anions such as O2-, O3-, and OH- which are generated by electrical discharge of air. Further, this method is characterized in that both a positive pole and a negative pole are an inactive carbon electrode respectively, and the bubbling of anion and ozone is performed with micro-mixing wastewater by using ultrasonic waves in the range of 20,000 to 40,000Hz. CONSTITUTION: The apparatus used as a preliminary treatment of biological process consists of a scrapper(126) slidingly installed along a pair of chains(146, 148) rotated by a deceleration motor(150) located at the upper part of a preliminary decomposing tank(58); the preliminary decomposing tank in which power source having a pair of ultrasonic bands(178, 180) and a pair of polar-alternating devices(184, 186) is installed to electrolyze air as well as generate ultrasonic waves, and a pair of high density plasma generators(34) being extended downwardly through exhaust pipes(176) is inserted therein; a first decomposing tank(1) and a second decomposing tank(2) in which a pair of electrodes for electrolysis(188, 190), (192, 194) respectively are installed; a coagulation tank(202) of which a bubbler(200) has a coagulant injector(196), a sludge removing device, and an air fan(198) inside; a pH adjusting tank(210) having a drainage valve(206) and drainage pipe(208). In the apparatus, wastewater is introduced through several drainage pipes(212, 214, 216, 218) into the first decomposing tank, the second decomposing tank, the coagulation tank, and the pH adjusting tank.
