PURPOSE: To realize a flocked steel sheet by providing only a flocked fabric layer made of a composition of a special component composition without providing a preliminary intermediate layer (primer) such as a polyester synthetic resin layer or the like containing a rustproofing pigment and having excellent adhesive properties with a base plate on a surface of a surface treated steel sheet to become the plate, and electrostatically flocking short fibers on the flocked layer. CONSTITUTION: The electrostatic flocked steel sheet is manufactured by the steps of coating a surface of a surface treated steel sheet with a flocking aqueous adhesive composition containing an emulsion resin having a glass transition temperature of -40 to 40deg.C, an aqueous coloring pigment dispersion, an antifoaming agent and a pH regulator, forming a flocked layer 2 having excellent adhesive properties with the sheet on the surface of the sheet, and electrostatically flocking short fibers 3 while the surface of the layer 2 retains adhesiveness.
