PURPOSE: To prevent infiltration of rain and dust/dirt, and to prevent induction of a crime by pivotally fixing an opening/closing cover to a casing, and arranging a click mechanism stable in a closed position and a fully opened position in a pivot part of the cover. CONSTITUTION: When closing a cover 45 by rotating the cover around the pivot, the state is maintained by the action of a click mechanism. A lock unit 60 and a free end 38 part of a handle 30 can be covered with the cover 45. When opening the cover 45, the cover 45 is stable in a flat. state by the action of the click mechanism, and is hardly closed by mistake when operating the next lock handle. The free end 38 of the handle 30 is pushed in a casing 10, and a rotation stopping hooking plate 64 of the lock unit 60 is hooked on a part of the casing 10 by a key 63. With such constitution, the handle 30 cannot be actuated if there is no key 63.
