PURPOSE: The method for operating a BTS(Base Transceiver Station) executing a PACA(Priority Access and Channel Assignment) function in a mobile communications system is provided to increase a calling rate and a service utilization rate by determining the operation of a BTS using the subscriber information of a mobile station and the status of BTS resources. CONSTITUTION: In case that an origination message is inputted to a BTS from a mobile station, a BCP(BTS Control Processor) receives the origination message through a CSM(Cell Site Modem)(S1). The BCP searches the traffic resources of the BTS and transmits a response for the origination message to the mobile station(S2). The BCP judges whether an available resource exists from the call resource search result(S3). If there is no available resource, the BCP informs a CCP(Call Control Processor) that there is no available resource(S4). The BCP, receiving the subscriber information of the mobile station, generates a queue and stores subscriber information in the queue(S5). If the BCP judges that the subscriber of the mobile station is qualified for PACA service(S6), the BCP transmits BTS resource status and the order of the subscriber to the mobile station(S7). The BCP judges whether an available resource is generated(S8). If an available resource is generated, the BCP transmits a message to inform that a highest-priority mobile station should input the origination message again(S9). The BCP receives the origination message inputted from the mobile station and transmits the message to a base station controller through the CCP(S11).
