PROBLEM TO BE SOLVED: To sustain bird threatening effects over a long period by forming a bird threatening tool into a simple platy shape, making the bird threatening tool assume a structural color repelled with birds and widening the range of emission of reflected light without accustoming the birds even for long-term use. SOLUTION: The bird threatening tool is obtained as follows. The top surface of a rigid substrate such as a rectangular metal plate, a board made of a synthetic resin or a wooden board is formed into a shape of boiled fish paste having a gentle top surface and the surface of the rigid substrate is a basic reflecting surface composed of an optional color. Transparent synthetic resin coatings having different densities with a thickness assuming the structural colors, respectively are laminated thereon and formed into at least two layers.
