PROBLEM TO BE SOLVED: To cut off heat conduction as much as possible without causing disadvantage of reducing the strength of a building member and of increasing the thickness of a material by using a foaming sheet as a heat insulating material. SOLUTION: A foaming sheet 21 having foam 22 by foaming is used as a heat insulating composite sheet for a building member. This sheet 21 is made by foaming of a synthetic resin, and respective resins such as polyamide, polyurethane and poyisocyanurate are used as a forming resin. There are a continuous independent foam type and a hard or soft type as a foaming state. The soft type is manufacturing by melting and extruding a resin composition including a foaming agent. The hard type is foamed in a metal mold or cut or sliced, and wound on or stuck to an object requiring heat insulation. A low moisture permeable sheet 31 is laminated on one side of the sheet 21 or laminated on both sides to thereby form a composite sheet applicable to a building member and having a large effect of restraining heat conduction and moisture permeation.
