PROBLEM TO BE SOLVED: To prevent deterioration of a substrate as is caused by a photocatalytic substance by constituting a hydrophilic coating material of a binding component to bind a silicon oxide powder when applied to an article. SOLUTION: A hydrophilic coating material is formed of a binding component for binding silicon oxide powden on an article when applied thereon, which silicon oxide powder is of a form of a mesoporous powder in a finely granular state produced by dissolving a prescribed silicic acid salt in 0.1-0.5 M concentration at pH 11 or higher in the presence of a cationic surfactant, forming a rod-like micelle of the cationic surfactant by lowering pH to 10.5 or lower, while depositing the silicic acid on the rod-like micelle, and then removing the cationic surfactant from the micelle precipitate having the outer sheath of the silicic acid salt formed by the deposition. By such constitution, the coating material can easily be used without deteriorating the substrate, as is caused by a photocatalytic substance.
