PROBLEM TO BE SOLVED: To produce a Pearlcon (R) (pearlite concrete) panel capable of being utilized as a safe and stable material, namely, a building material or civil engineering construction material, such as concrete base panel, heat insulation panel or fireproof panel, from house demolition wastes by solidifying the house demolition wastes with concrete through appropriate utilization of characteristics of fiber in the demolition wastes, so that the demolition wastes can be recycled as a safe and stable product. SOLUTION: The production process of this panel comprises subjecting house demolition wastes to torsional crushing to form a crushed material and solidifying the crushed material with concrete, wherein more concretely: (a) house demolition wastes normally contain various kinds of scrap metals and such scrap metals are hardly removed by an ordinary crushing method, and also, by such a crushing method, wood fiber in the wastes is shortened and the resulting material has insufficient strength and is unsuitable as an above aim product; (b) in order to increase the strength, the wastes are subject to torsional crushing into pieces each having an about 20 cm size in the fiber longitudinal direction and an about (5 mm)×(25 mm) size in the fiber cross-sectional direction, and thus, metals such as nails can simply be removed from the wastes and the concrete enters into twisted parts of the fiber to increase strength of the resulting material; and (c) the crushed material obtained is mixed with cement, clinker ash, and the like, to produce a panel used as a building material, or the like.
