PROBLEM TO BE SOLVED: To prevent an upper opening edge part from being damaged when an upper opening of a ladle is covered with a pot cover, while an opening/ closing operation of the ladle upper opening with a pot cover having a burner is made easy. SOLUTION: This device is equipped with first chains 101, 102 which hang down a pot cover 12 elevatably and, also, are extending horizontally via sprockets 103, 104 after extended upward from the pot cover 12 so as to have tip ends thereof connected with a connecting member 105, a second chain 106 which extends downward via a sprocket 107 after extending from the member 105 horizontally to a side separated from the first chains so as to have a tip end thereof connected with a counter weight 108 which balances with a weight of the pot cover 12 having a burner, a driving means for rotatably driving the sprocket 107, and guide means 110, 111 for guiding the movement of the pot cover 12 in up/down directions. In this case, bellows 120, 127, 130 are intervened to a burning air pipe line 116, an exhaust gas pipe line 123 and a burning gas pipe line 130 for the burner portion 10.
