PROBLEM TO BE SOLVED: To provide a transom opening and closing device in new constitution simple in structure, easy to work and install, to be constructed in a short period of time, free to supply at low cost and easy to operate. SOLUTION: This is a device to open and close a transom door 4 provided on a transom opening frame and is constituted by having a slider 8 free to elevate and move along an inside surface of a lateral frame 3c of the transom opening frame, an operating rod 6 which is an operating means to elevate the slider 8, a first arm 12 free to revolve around a connecting pin 14 at a fixed position near an upper frame 3a of the transom opening frame as its center, function means 11, 13 to convert elevating movement of the slider 8 to rotation of the first arm 12, a second arm connected to a head end of the first arm free to revolve on one end and connected to a back surface side of the transom door 4 free to revolve on the other end and a hinge 5 one surface of which is fastened on an upper surface on the side of an opening surface of a lower frame 3b of the transom opening frame and the other surface of which is fastened on a lower end butt end of the transom door 4.
