PROBLEM TO BE SOLVED: To obtain the subject new compound having excellent herbicidal activity and useful as an effective ingredient for herbicides. SOLUTION: This compound is a phenyluracil compound of formula I (R1 is H or methyl; R2 is H, a 1-3C alkyl or a 1-3C alkoxy; R3 is H or a 1-3C alkyl; R4 is H, a 1-6C alkyl, or the like; A is O or NH), e.g. a compound of formula II which is obtained by e.g. reacting (2R)-2- 2-chloro-4-fluoro-5-[3-methyl-2,6- dioxo-4-(trifluoromethyl)-1,2,3,6-tetrahydropyrimidin-1-yl]phenoxy}pro pionic chloride withα-hydroxyisobutyrate in a solvent e.g. tetrahydrofuran in the presence of a base e.g. pyridine at -20 deg.C to 100 deg.C either instantaneously or for <=24 h. When the compound is used as an effective ingredient of herbicides, its preferable using quantity is 0.001-10,000 g per 1 ha.
