PROBLEM TO BE SOLVED: To obtain a cosmetic for make-up satisfactory in adhesion to skin, excellent in opacifying property, formable a uniform make-up membrane and excellent in durability of the make-up effect. SOLUTION: The cosmetic for make-up comprises component (a) an oil solution treated titanium oxide and component (b) a silicone treated titanium oxide and the weight ratio of the titanium oxide in the component (a) and the titanium oxide in the component (b) is 1:0.05 to 0.2. The cosmetic for make-up includes the component (a) comprising at least one kind of the titanium oxide having particle size 0.1 to 0.5μm and at least one kind of the titanium oxide having particle size 0.01 to 0.008μm. The titanium oxide in the above-mentioned component (b) comprises one or more kind titanium oxides having particle size of 0.1 to 0.5μm, and the formulation is a water in oil type.
