PROBLEM TO BE SOLVED: To provide a hair softening cosmetic capable of reducing the quantity of its consumption. SOLUTION: The hair softening cosmetic includes citric acid and/or citrate or the like to form a sherbet state. In this case, the citric acid and/or sodium citrate as the salt are included in weight ratio of 7-12 pts.wt. to 1 pts.wt. of citric acid and the 0.05-1 wt.% of the sum of the citric acid and/or citrate are included in the whole hair softening cosmetic.
