PROBLEM TO BE SOLVED: To integrally form a water conductive patterns on one base material in an ink jet device for emitting ink to a recording medium from nozzles. SOLUTION: A nozzle plate 60 has conductive patterns 62, 64 respectively corresponding to the connection terminals 20a, 22a of a substrate 6 on one surface thereof, and has nozzle orifices 66 corresponding to the ink grooves 2 of the substrate 6 on one end part side thereof. A water repelling film Q is formed on the surface opposite to the surface having the conductive patterns 62, 64 formed thereto of the nozzle plate 60 by a high frequency plasma CVD method using an organosilicon compd. being either one of trimethylsilane, trimethylmethoxysilane and fluoroalkylsilane as raw material gas. The nozzle plate 60 is bonded and fixed to the undersurface 6c which has the connection terminals 20a, 22a arranged thereon of the substrate 6 on the side of the conductive patterns 62, 64 thereof, and the surface on the side of the nozzle orifices 66 of the nozzle plate is bent to be bonded and fixed to the front end surface 6a of the substrate 6.
