PROBLEM TO BE SOLVED: To obtain a flame retarding resin composition by blending a low- melting-point glass having water resistance and a flame retarding function with a resin component. SOLUTION: A frame retarding resin composition is obtained by blending a water-resistant low-melting-point glass having a glass transition temperature of less than 300 deg.C and a resin composition. Preferably the water-resistant low- melting-point glass is a glass containing the phosphorous component of 25-40 mol% in terms of P2O5. Preferably the glass containing the phosphorous component is a phosphorous oxide/tin oxide water-resistant low-melting-point glass. A preferable example of the phosphorous oxide/tin oxide water-resistant low- melting-point glass is one containing 40-80 mol%, in terms of SnO, of a tin oxide, 25-40 mol% of P2O5, 0-35 mol% of at least one selected from ZnO, BaO, MgO, CaO, SrO, CuO, NiO, MnO, CoO, Fe2O3, Bi2O3, Sb2O3, Cr2O3, TiO2, ZrO2, MoO3, V2O3 and SO3. Various thermoplastic resins and thermosetting resins can be used for the resin component.
