PROBLEM TO BE SOLVED: To realize the smooth rocking of a clamping piece and properly hold a stencil base paper regardless of the slippage of the stopping position of a plate cylinder for attaching a plate. SOLUTION: Each longitudinal end part of a strip-shaped clamping piece 8 for holding a stencil paper with a plate cylinder is rotatably supported to a plate cylinder side. A shaft 12 at one end part is rotatably supported to a bearing part 14 mounted to the plate cylinder. The bearing part has hole parts 19, in each of which the stepped part of a stepped screw 18 is loosely inserted. The stepped screw 18 is screwed so as to be minutely movably mounted to the plate cylinder. As a result, the smooth opening and closing action of the clamping piece 8 is obtained, since the shaft centers of respective rotatably supporting portions are corrected through the minute movement of the bearing parts 14 to be coaxial. The bearing part 14 engages with an engaging part 29, which positioningly meshes a clamping gear 15 provided onto a shaft 12 with a gear for driving the clamping gear 15. In this case, even when a slippage develops in the stopping position of the plate cylinder, the clamping gear 15 and its driving gear can be meshed together regardless of the slippage of the plate cylinder, since the engaging part 29 minutely moves the bearing part 14.
