PROBLEM TO BE SOLVED: To provide a sluice valve operating tool and buried sluice valve device facilitating the mounting work on a sluice valve, easy to manufacture with excellent durability. SOLUTION: A fitting part 20 to be fitted to the valve opening and closing operation part 5 of a sluice valve 6 is integrally formed at the tip side 19 of a substantially bar-like shaft part 18. An operation part 22 of substantially the same shape as the valve opening and closing operation part 5 is integrally formed on the base end side 21 of the-shaft part 18 to provide a valve operating body 15. A split stopper 17 is provided so as to be capable of fitting to the shaft part 18 of the valve operation body 15 from the side. The fitting part 20 is fitted to the valve opening and closing operation part 5 of the sluice valve 6 set in the inner part 4 of a casing 3 buried in the ground 2. The stopper 17 is fitted to the shaft part 18 from the side. The stopper 17 prevents the shaking of the valve operating body 15 to the inner surface 16 of the casing 3 and substantially blocks the inner part 4 of the casing 3. The mounting of a sluice valve operating tool 7 on the sluice valve 6 is facilitated. The durability of the sluice valve operating tool 7 can be improved, and the manufacturing cost can be reduced.
