SOLUTION: One round blade of a first round blade 3 and a second round blade 4 is formed of a material with a higher hardness than a material forming the other round blade, and a cutter shaft is rotated at least one turn so as to slightly cut, at an approximately uniform width the blade tip peripheral part of the other round blade by the blade tip of one round blade formed by the material higher in thickness than the other round blade.
