PROBLEM TO BE SOLVED: To obtain the subject powder having makeup performances excellent in water resistance oil resistance, spreadability, touch such as smoothness, etc., by treating a powder with a specific fluorine-containing titanium-based compound. SOLUTION: Powder of the whole substances useful as a common cosmetic such as talec, mica, silicone resin, etc., is treated with a fluorine-containing titanium-based compound of the formula [Rf-CONH-(CH2)1-(NH)m-(CH2)n- O]pTiX4-p [Rf is a 1-12C perfluoroalkyl; l is 1-18; m is 0 or 1; n is 1-8; p is 1-3; (4-p)Xs are each a halogen or a 1-5C alkoxyl] without sticking to shape, particle diameter, surface functional group on the surface of powder by a method such as a wet method, a dry method, etc. In the treatment, the throughput of the compound of the formula is preferably 0.5-100 wt.% based on the weight of the base powder. When a cosmetic is formulated with the treated powder, the amount of the powder is preferably 0.1-99 wt.%.
