A hot-rolled coil sampling apparatus is provided to improve the operation environment environmental friendly, improve productivity of the sampling operation, transport and stack cut samples easily, perform the rewinding process easily, and realize the automation of the sampling apparatus, and a hot-rolled coil sampling method using the sampling apparatus is provided. A hot-rolled coil sampling apparatus(1) comprises: a bending adjusting part(100) for adjusting bending of a hot-rolled coil, the bending adjusting part including a guide part(120) for guiding the introduction of a top end of the hot-rolled coil, a pinch part(140) installed in rear of the guide part to hold the introduced top end of the hot-rolled coil, a bending part(160) which is installed in rear of the pinch part and is movable vertically, and a supporting part(180) which is installed in rear of the bending part and is movable vertically; and a cutting part(200) including a cutter(210) driven vertically by a hydraulic actuator to cut a sample processed in the bending adjusting part. The guide part includes: a guide roller(121); a guide part link(122) installed on an end portion of the guide roller; and an operating actuator(123) connected to the guide part link and controlled by a control part(300). The pinch part includes a pair of upper and lower pinch rollers(141a,141b), a pinch part link(142), and an operating actuator(143). The bending part includes a bending roller(161), a bending part link(162), and an operating actuator(163). The supporting part includes a supporting roller(181) and an operating actuator(182).
