PROBLEM TO BE SOLVED: To obtain a special effect video image device that can sufficiently suppress deterioration in high frequency components of a video signal while keeping the number of read addresses and interpolation coefficients to four. SOLUTION: This special effect video image device is provided with an oversampling section 110 that applies interpolation to a received video signal 100 for oversampling, video image storage sections 111-114 that divide and store oversampled signals 101a-101d outputted from the oversampling section 110, a modification effect control section 120 that outputs a read address 103 and an interpolation coefficient 104 on the basis of modification effect information, and a product sum arithmetic section 119 that applies product sum arithmetic operation between the oversampled signals 101a-101d and the interpolation coefficient 104 read on the basis of the read address 103 and provides the output of a video signal 102 to which the special effect is provided.
