PROBLEM TO BE SOLVED: To enhance transportation efficiency and to reduce generation of full and long waiting by predicting an operation state of each car and determining a car to be assigned for a new call from cars satisfying both of call number limiting candidate cars and long waiting and full passengers limiting candidate cars. SOLUTION: When assigning an optimum car for every new call in elevators, each car arrival predictive time to each floor, predictive waiting time for each un-responded call and predictive load and a full passengers probability within the car on each floor are calculated for a case where each car is assigned to the new call and a case where each car is not assigned to the new call by a predictive calculation means 1C. The number of un-responded calls is calculated by an un-responded call number detection means 1D and a car having an un-responded call number of a call number limiting value or below is selected as a call number limiting candidate car. Long waiting full passengers limiting candidate cars are selected by a long waiting limiting means 1E. A car to be assigned for a new call is determined among cars satisfying both of the call number limiting candidate cars and the long waiting full passengers limiting candidate cars.
