PROBLEM TO BE SOLVED: To detect a confined state from only images without using an exclusive sensor by acquiring images within space including a door, processing the images, deciding a door opening/closing state and the presence or absence of passengers and determining whether passengers are confined within a car or not from the decision result. SOLUTION: When an elevator is operated, a door area is set by a door area setting means 108 and a passenger area is set by a passenger area setting means 109. Gradation images to be recognition objects are acquired by an image acquiring means 101 such as a monitoring camera installed within a car, an edge detection is performed for gradation images for the door setting area part by a door extraction means 102 and a vertical straight line part at an end of the door is detected. An opening/closing state of the door is determined by a door opening/closing state determining means 103, a difference with a background image is determined from gradation images to be recognition objects by a passenger extraction means 104 when the door is closed, a confined state is determined by a passenger presence or absence determining means 105 when a state of the presence of passengers is continued for fixed hours and an alarm means 107 is operated.
