PROBLEM TO BE SOLVED: To provide an environment for selecting an appropriate RADIUS server by providing a RADIUS-Proxy server with a choice table for selecting a specified RADIUS server beforehand and specifying it as a current server. SOLUTION: In the case that a response cannot be received until timeout due to a failure when the R-Proxy server 5 selects an a1-RADIUS server 11a which is the RADIUS server of an (a) department as the RADIUS server based on the choice table 6, the a1 choice of a current specification is dissolved in current specifying data 7a to be stored in the current specifying table of a relay destination information table 7 and the current specification is changed to an a2 choice. An (a) table 6a to be stored in the (a) table choice of the choice table 6 is changed from the a1 choice to the a2 choice. Thus, when an access server requests relaying again, the choice table 6 of the R-Proxy server selects an a2-RADIUS server 12a.
