PROBLEM TO BE SOLVED: To store electric energy in the form of liquefied hydrogen and liquefied oxygen by generating hydrogen gas and oxygen gas by electrolyzing seawater by using electric energy, cooling and liquefying generated hydrogen gas and oxygen gas and storing liquefied hydrogen and liquefied oxygen. SOLUTION: A plurality of mega-floats 12 which can be navigated on the sea by providing two engines 54 for navigation located at opposed positions can be moored in floating states on the sea. On a deck of each mega-float 12, many wind power generating devices constituted by being provided with propeller-shaped vanes at a tip of a support 44 via a transmission are arranged in a substantial zig-zag shape. In addition to the wind power generating devices, generating means such as a solar battery panel 50 and a wave activated power generating device are installed. By utilizing electric energy obtained by the means, electrolysis of sea water is performed by using an electrolytic cell, hydrogen gas and oxygen gas generated by the electrolysis are cooled and liquefied through a heat exchange and liquefied hydrogen and liquefied oxygen are stored in each storing container.
