PROBLEM TO BE SOLVED: To surely hold an electric contact state between an earth terminal means and a lock key member by arranging the earth terminal means for discharging static electricity, which is extended in the extension direction of the key member and has its tip part touched with or arranged close to the key member, in a prescribed case. SOLUTION: In a case where a user picks up and holds a metal ring of a key holder attached adjacent to key holding attachment holes 25, 62 or in the key holding attachment holes 25, 62 with his fingers and brings the key member 1 in contact with or approaches to a vehicle, when static electricity generated in clothes of the user tries to enter' into the key holding part rear end from a joint face between an upper case 2 and a lower case 6, the static electricity is induced to an earth terminal 3 between the upper case 2 and a waterproof cover 4. The static electricity flows through the earth terminal 3 and is guided to the key member 1 via a stop screw 7 so as to be discharged. This constitution can surely prevent the failure in an ID code generation circuit 5 by the static electricity.
