PROBLEM TO BE SOLVED: To obtain a binder for pavement, excellent in weather resistance, having a high strength, further excellent in mechanical properties such as flexibility and elongation, good in hardenability and being highly safe. SOLUTION: This binder for pavement comprises a polyisocyanate polymer, a catalyst, a solvent and various kinds of additives, and the polyisocyanate polymer is composed of a reaction product of a polyoxyalkylene polyol and a branched or cyclohexane ring-containing polyhydric alcohol having two or three hydroxy groups, with a bis(isocyanatomethyl)cyclohexane. The contents of the NCO groups and the urethane groups, and the total thereof are regulated within a specific range.
