PROBLEM TO BE SOLVED: To enable predictions and high-speed decision. SOLUTION: An A/D converter 2 converts an analog amount, sampled at an interval of a constant time into digital amount, to set it as input data rows. A sum-of-products voltage computing part 3 computes the output data rows An, m with a computing formula shown in the Fig., using input data rows Vm and data rows Vm-1 among the input data rows Vm. A coefficient in and a coefficientμn of the computing equation shown in the Fig. are determined, so as to have a constant gain in each output data row An, m and a phase difference, when the input data rows Vm are the data corresponding to the normal sine wave. A shorted voltage discriminating part 4 outputs an operation decision as a shorted voltage, if the output data rows An, m are inputted and a maximum value among the absolute values of its data becomes a set value Vset or lower.
