PROBLEM TO BE SOLVED: To enable a disk driving device to record or reproduce data in an optimal state according to characteristics of a disk. SOLUTION: This disk driving device detects (S101-S109) a frequency of off-focusing servo in which a laser beam irradiated onto a signal surface of a disk comes off a focused state, and discriminates whether or not the disk surface is in the wobbling state interfering with recording or reproduction of data on the disk based on result of the detection at the time of recording or reproducing the data. And, the device discriminates that the disk surface is wobbling (S109), it reduces rotating speed of a spindle motor (S110) to eliminate the wobbling state of the disk surface, and thereby makes it possible to accurately and surely record or reproduce the data onto/from the disk.
