PROBLEM TO BE SOLVED: To provide a surface inspecting method enabling the shortening of an inspection time and the enhancement of inspection accuracy at a time of the highly accurate inspection of the flaw of a web. SOLUTION: In a surface inspecting method, a web 2 is irradiated with inspection light, and the light irregularly reflected from the flaw present on the surface of the web 2 or present in the web 2 is detected by a photoelectric element. In this case, the web 2 wound in a roll form is intermittently unwound to be intermittently fed and, while tensile force at least twice or more that acting on the web usually fed during a web manufacturing process is allowed to act on the web 2 during the stoppage of the feed of the web 2 in both of the feeding direction of the web and the direction crossing the feeding direction at a right angle, the photoelectric element is moved to scan the surface of the web 2 to detect the flaw of the web 2 and the position thereof.
