PURPOSE: A card approving apparatus confirming by a photograph and method thereof are provided to prevent a loss of card and a forgery by being transmitted photograph data corresponding to card information recorded in a card from an external server, thereby comparing and detecting the data to the card possession person. CONSTITUTION: An information providing server(10) compares a card information transmitted from a card reader(20) to current registrant card information, and offers the photograph of corresponding card possession person if the card is registrant. The card reader(20) reads card information and transmits the information to the information providing server(10), and displays photograph information and approval information transmitted from the information providing server(10) on a screen. The first communication network(30) connects the card reader(20) to the information providing server(10) for exchanging information interactively.
