PURPOSE: A turtlebacked wire cylinder installed to supplement after building a river or costal levee is provided to install conveniently, to widen installation area, and to reduce construction expenses required to install a wire cylinder. CONSTITUTION: A turtlebacked wire cylinder comprises the steps of; manufacturing a contour frame (13) in a turtleback shape; cutting a wire net on the basis of the preset shaped contour frame; manufacturing a wire net cover (11) comprising a cover frame (21) and a cover net (22) as the shape of a contour frame; winding a wire net round an embankment (15) in a cover shape to take a form; putting a contour frame (13) in a ring shape to an intermediate element to keep a form, wherein a manufacture hot-wire (12) is composed to have an external diameter of 3.2 or 4.0 millimeters.
