PURPOSE: A hanging banner fixing device is provided to enhance a publicity effect by tightly hanging a banner, to conveniently install and remove a hanging banner, to enable reuse corresponding to the change of the content of a banner, but not to interrupt the growth of trees. CONSTITUTION: A hanging banner fixing device is formed by: rotatably combining the lower portion of a support bar(104) supporting a hanging banner to a body(101) by a center shaft(105); fixing the upper portion of the support bar in a combining hole(110) of a locking plate(109); combining many damping members(111) to the rear portion of the body; and attaching combining members(112) to the damping members. The body is firmly attached on trees or support pipes by attaching male and female velcro tapes(113,114). After installing the body on the trees or the support pipes at positions of the same height, the hanging banner is installed between the trees or the support pipes and the body. The support bar removed from an insertion groove(103) of the body by rotation is fitted into a combining path of the hanging banner. If the locking plate is released after pushing the support bar into the insertion groove by reverse rotation, the locking plate is rotated reversely by the restoring force of an elastic member(108), and the combining hole is coupled to the upper portion of the support bar. Therefore, the hanging banner is fixed firmly.
